Mr. Chhea Layhy

Director of SMEs Department, Ministry of Industry, Science, Technology & Innovation

Dr. Srun Pagnarith received his Doctor of Engineering (D.Eng) degree from the University of Tokyo, Japan in 2019, and Master of Engineering from Chulalongkorn University, Thailand in 2016. Dr. Srun is currently a Director of Department of Science, Technology and Innovation Policy, General Director of Science, Technology and Innovation, Ministry of Industry, Science, Technology and Innovation, Kingdom of Cambodia. Prior to becoming a government official, in his current position, in charge of STI Policy of the General Department of STI, MISTI, Dr. Srun was a lecturer and researcher at Institute of Technology of Cambodia (ITC).

Ms. Kyoko Fujii

Lecturer specializes in technical and technology environment  in a variety of industries

Ms. Kyoko Fujii has stayed more than 35 years in the IT industry in Japan. She specializes in helping clients' IT environments in a variety of industries solve both technical and operational challenges in an evolving technology environment as a manager with a team of engineers. Started her career as a system engineer, and experienced the related process of software development from design, development, implementation, and maintenance under Mitsubishi Electric Group. Based on such experience, she moved to Sun Microsystems and was dedicated to improving OEM product quality for the partner Fujitsu and Toshiba by working with the manufacturing quality team at Sun Microsystems in the US. Later she moved to Cisco Systems and contributed to an improvement in service delivery quality for customers. 


After that, she took a management role for the technical support team and managed to resolve critical customer technical issues under 24x7 operation as an escalation by working with the US and other overseas development teams. Most recently, she dedicated herself as an Enterprise Support Manager to lead Technical Account Managers at Amazon Web Services Japan to manage her team to support customers’ cloud transition by improving business efficiency and resolving critical customer issues under 24x7 operation from 2017 to 2021. She has been in Yangon, Myanmar as a JICA volunteer to assist establish a liaison between local IT companies and a public IT training center in Yangon in 2014.

Mr. In Panharith

Business Development Coordinator at the Cambodia Academy of Digital Technology

Mr. In Panharith, currently working as a business development coordinator at the Cambodia Academy of Digital Technology. Previously, he was working at a higher education institute in Canada. His focus now is nurturing digital innovation and entrepreneurship in Cambodia, connecting students, startups, digital service providers, SMEs, development partners, universities, and government. I'm particularly involved in aiding SME digitalization and offering support to startups.

Mr. Dixon Siu

Specialist of data protection and IT field of Fujitsu

Dixon is a software engineer and SDG 9 Enabler at Fujitsu Limited (Japan). His main role at Fujitsu is to introduce ethical use of data in customer solutions while raising awareness in data ethics, digital human rights and personal data empowerment. 


As MyData4Children Co-Founder, his recent activities include hosting children online safety workshops to raise awareness of online sexual abuse and events that inspire all stakeholders to share insights on child digital rights.
