H.E. Dr. Chhieng Vanmunin

He will speak under the topic of "Government Roles in Innovation and Entrepreneurship Ecosystem in Cambodia".

Dr. Chhieng Vanmunin has many years of experience working in the ICT industry. He has been consulting Startups, SMEs, and Nationals & International Corporations across all various sectors ranging from University, R&D, Startup, Banking, Telecom and Fintech. Before accepting the role as CEO of Khmer Enterprise, Dr. Vanmunin started his career in ICT industry includes: UNSW — an Australian University, Data61 — an Australian government’s centre of Research and Excellence, Macquarie Bank — an International investment bank, Freelancer.com — a multi-million dollars online business, NBNCo — an Australian National Broadband Network, eBay — an eCommerce retailer, Data Republic — a Security Data Exchange, RGC — Royal Government of Cambodia.


Dr. Vanmunin holds a PhD in Computer Science and Engineering from UNSW, Australia in 2008. With a vision for changing lives with innovative solutions, Dr. Vanmunin applied first-hand experiences and cutting-edge practices in many consultancy projects including project planning, prototyping, implementation, automation and scaling businesses.

H.E. Dr. Taing Nguonly

Executive Director, Techo Startup Center

Meet H.E. Dr. Taing Nguonly in our event Day 1!

He will speak under the topic of "Improving Business Performance through Digital Entrepreneurship".


Dr. Nguonly Taing has been recently appointed as an executive director of Techo Startup Center, which is a government-funded startup accelerator under the innovation arm of the Ministry of Economy and Finance of Cambodia. Under the framework of Techo Startup Center, he initiates a concept of API Economy model to accelerate tech startup development in Cambodia. Besides, he leads a technical team to implement and operate the Cambodia Data Exchange (CamDX) Platform to facilitate a secure data exchange between multiple information systems of both public and private sectors. Data exchange in CamDX is legalized through the sub decree to pave the way for innovation through open data model enabling digitalization on not only public services but also business operations of private sectors. Currently, two services are operating on CamDX---Online Business Registration (OBR) and Validation Application on Payment Guarantee/Invitation (VAPGI).

He has more than 15 years of working experience in the software industry. Since 2009, he has been also a visiting lecturer on Distributed Systems and Machine Learning at the Royal University of Phnom Penh, Cambodia.

He received his B.Sc. in Computer Science from Royal University of Phnom Penh, Cambodia, M.Sc. in ICT from Waseda University, Japan, and Ph.D. in Computer Science from the Dresden University of Technology, Germany. His research areas are run-time variability, anticipated adaptation, unanticipated adaptation, context-aware application, the programming model for IoT, and software evolution. He is especially interested in applying research and experimental development to explore the source of innovation for startups.

Dr. Chheang Vannarith

He will speak under the topic of "Entrepreneurial Leadership and Innovation for the New Normal".


Dr. Chheang Vannarith is a public policy analyst, government relations strategist, and partnership building strategist. He was honored Young Global Leader by the World Economic Forum in 2013. Currently, he is serving as the President at the Asian Vision Institute (AVI), Founder and Chairman of Angkor Social Innovation Park (ASIP), and Adjunct Lecturer at the Nanyang Technological University in Singapore. Prior to these appointments, he was a visiting fellow at ISEAS-Yusof Ishak Institute, Southeast Asia Consultant at the Nippon Foundation, Lecturer at the University of Leeds, Executive Director at the Cambodian Institute for Cooperation and Peace, and Assistant to Defense Minister of Cambodia.

He received his PhD in Asia Pacific Studies from the Ritsumeikan Asia Pacific University in Japan, MA in International Relations from the International University of Japan, a graduate certificate in leadership from the East-West Center in the United States, and BA in International Relations from the Diplomatic Academy of Vietnam.

Oknha Pech Bolen

Oknha Pech Bolen is currently the Chairman & CEO of Westline Education Group which has invested in and is managing several educational and training institutions, namely the Westline School, the Northline School, Foresthill International School, Appletree International School, Leaderland English Academy, Educational Development Institute and Franklin Covey Education.

Oknha Pech Bolen is also the President of Federation of Education Services in Cambodia and Executive Vice President of Young Entrepreneurs Association of Cambodia. He served as National President of Junior Chamber International, Cambodia in 2016. He is also one of the co-founders of Cambodian Investors Club.

He also has other investments in education technology, financing, restaurant, modern cleaning, property development, media, and construction companies.

He is also sitting as an independent board director in a few companies.

He received Bachelor’s degrees in Education and Journalism , MBA in Human Resource Management and Executive Master of Business Management.

Mr. ASAHINA Hiroyuki

Mr. ASAHINA Hiroyuki is a representative and Certified Public Tax Accountant in F.I.L Inc, Japan. With a motto of “If you want to go fast, go alone. If you want to go far, go together’’, Mr. ASAHINA is leading a consulting business to bring out the potential of the human resources, goods and organization of the client enterprises in an organic manner.

Although Mr. ASAHINA is based in Okinawa, Japan, he would like to do business in Cambodia in the field of consulting business related to entrepreneurship and corporate support and grow together with Cambodian people in the future.

Ms. Hang Choun Narita

Ms. HANG Chuon Narita has been working for J Trust Royal Bank (including the former ANZ Royal Bank) in the areas of credit operations and corporate banking for about 15 years.

With her substantial experience in financial and banking sectors, Ms. Narita has been leading the J Trust Royal Bank as a Head of Corporate Banking since August, 2019.

Ms. Dek Dary

Ms. Dary Dek is currently the Founder and Director of 360 Events, a company that provides event management services, specializing in pro-community project management. She oversees the transformation of a traditional event company into a tech platform that connects buyers and sellers both online and offline. Her areas of expertise includes sales & marketing, strategic planning, and business development.

Under the Fulbright Scholarship cycle 2007-2008, she holds a master degree in Global Communication and Advertising from Emerson College, Boston, Massachusetts, USA.

Ms. Dary was the 2018 National President of Junior Chamber International in Cambodia (JCI Cambodia), an organization that empowers young people to create positive impact through learning leadership skills in community projects. In 2012, she was the President of the Fulbright and Undergraduate State Alumni Association of Cambodia (FUSAAC).

Mr. Chan Sopheak

Mr. CHAN Sopheak is the Founder and CEO of the Angkor Green Investment and Development Co., Ltd. (Angkor Green) since the establishment of the company in 2011. Before establishing the company, Mr. Sopheak has had various business and work experiences in business advisory, NGOs, microfinance institutions, and the projects implemented by International Development Partners such as GTZ.

He obtained MBA in Restructure Business Management and BBA from ASEAN/PPIU, the university in Phnom Penh. As a committed person who is willing to develop the staff’s capacity and values their efforts, Mr. Sopheak is leading his 100+ team members, to bring Angkor Green to become a one stop solutions and export market promotion of Cambodia agriculture commodities.



Ms. Heang Oumouy

Ms. HEANG Omuoy has been the President of Tux Global Institute since its establishment in February 2020. Serving as a Regional Ambassador of the Technovation from 2016 to 2019, Ms. Omuoy has been known as one of the leading role models to empower youth and girls in technology and entrepreneurship. With her excellent managerial competencies and job performance, Ms. Omuoy received numerous national and international awards. Besides,


she is recently the Founder and CEO of CamSolution Technology, Co-Founder of Tech for Kids, and Regional Advisor of Technovation. As a tech-passionate Cambodian entrepreneur, Ms. Omuoy has led Tux Global Institute to provide technology education in Cambodia.

Mr. Chiek Chansamphous

He will speak under the topic of "Innovative Business Strategies for Sustainable Growth".


Mr. Chiek Chansamphous leads investment and strategic advisory work with SME and corporates. Prior to rejoining EMC, he was Chief Investment Officer at one of Cambodia’s major conglomerates, where he led a team exploring new ventures in Cambodia and abroad. He’s served on the board of social enterprises and a leading Japanese life insurance firm in Cambodia. He holds a MSc in Development Economics from Japan.

Mr. Sok Sopheakmonkol

Meet Mr. Sok Sopheakmonkol in our event Day 2!

He will speak under the topic of "Best Practices of Entrepreneurial Leadership and Business Strategies in E-Commerce".

Mr. Sopheakmonkol is the co-founder and CEO of Codingate Technology and the Cambodian Young Entrepreneur Smart Technology Award 2016 and Forbes 30 under 30 Asia 2017, ASEAN Best Founder of the Year 2017, ASEAN-India Young Leader of the Year 2018, and recently Global Startup Founder Award 2019.


The youngest child in a small family was born in Angkor City, Siem Reap, Cambodia, carries out his personal Mission: Being rooted in truth and knowledge, happiness sets the foundation as the key element of his philosophy. His personal mission is to put good educational principles into practice so that Cambodian youth will find greater levels of happiness and a higher quality of life.


This mission has guided him to be an inspirational leader in the Cambodian tech community who has the vision to innovate digital technology for the growth and prosperity of business and society. In 2013, his company started with the initial social project "Skills exchange laptop" with the goal to raise laptops for 15 marginal students who studied IT without having computers. That campaign was to get students (engineers) got together to develop technical solutions, not for money but in exchange for laptops. With the success of the initial project, Codingate was established with the mission to continue helping more young students gain employment through his web and mobile development company. He has empowered young talented Cambodians by providing guidance and direction for work teams and is the key business and technical liaison for clients and investors. He possesses a strong foundation in International relations, interpersonal communication, public presentation, and speaking skills, team leadership, management, and motivation, as well as providing the technical skills required to effectively manage and grow the Codingate tech ventures.


For his 10 years in the Technology industry and 8 years of his tech entrepreneurship, together with his team, he has provided technology development services to more than 500 companies across sectors including education, hospitality, healthcare, manufacturing, NGOs, and F&B.


His dream is to initiate change toward modernizing the educational system of Cambodia, developing new methods of learning through hands-on experience where youth develops the passion and find inspiration in becoming tech leaders.
